Pakistani Businessmen reject hike in power tariff

The burden of power theft, mismanagement and inefficiencies cannot be shifted on to the consumers on the plea of fuel adjustment, an official said on Saturday.
The Federation of Pakistan Chambers of Commerce and Industry’s Businessmen Panel (BMP) has condemned the National Electric Power Regulatory Authority (Nepra) to raise power tariff by Rs4.3/unit in January 2022 bills.
BMP chairman Mian Anjum Nisar said that the high cost of doing business has proved to be dangerous for Pakistan’s industry, discouraging investment both in capacity and capability, calling for lessening the burden of heavy taxes on the power sector.
He urged the government to shut down all expensive oil-based power plants to ensure availability of cheaper energy for consumers.
He lamented that the previous government did not pay heed to rehabilitation and maintenance of old power plants which caused several system constraints, inflicting heavy losses.
FPCCI former president said that the under utilisation of the efficient power plants due to the non-availability of regasified liquefied natural gas (RLNG) could be avoided if the Ministry of Energy had timely assessed and managed the availability of RLNG.
The Ministry should play an active role in ensuring the supply of RLNG in a timely manner, so that it may not affect the operation of the efficient power plants. Thus, the inefficiencies of the power sector can be mitigated without passing it to the end consumers, he added.
This huge burden of cost on consumers is being put as the government could not arrange RLNG to run the plants. Owing to low supply of the imported gas, the less efficient plants were operated that generated costly electricity in the month of November 2021, BMP chairman added.
He said that the RLNG being the imported fuel can be managed through better supply chain management and accordingly impact of such mismanagement in the non-availability of RLNG cannot be passed on to the consumers, he argued.
Nisar said that the constant hike in the power tariff on the plea of fuel adjustment has pushed the electricity prices higher, and added to the already soaring cost of trade and industry.
Seeking the same competitive energy tariffs for domestic industries to capture the global market, he said that due to the high rates of electricity, power theft became rampant as the tariff was not affordable for the consumers.
While terming the increase in power tariff by Rs4.30/unit as a shameful decision, he demanded of the government to withdraw the increase. The government’s decision to increase the power tariff by 4.30 rupees per unit is anti-industry act and the BMP strongly condemns dropping the electricity bomb on the poor masses and demands of the government to withdraw its decision.
He urged the power ministry to identify system constraints and communicate targets to all the concerned departments to initiate up-gradation of the transmission system on war footing, while calling for completing all ongoing power projects well before time.
He said production of hydel power has been increased, while furnace oil price is constantly declining in the international markets, adding that business-friendly policies must be adopted as other neighbouring countries of the region are giving to trade and industry.
The amount specified in trade policy should be utilised for the promotion of exports by giving incentives to the trade and industry and by exploring new markets, he suggested.
The BMP chairman said that the electricity price in Pakistan is already on the higher side which is the main source of price-hike in the country, adding that the provision of cheap electricity will help reduce production cost which would provide relief to the public.
He endorsed the recommendations of Nepra, directing the government to include hydropower projects in the scope of renewable energy, as the country cannot afford to rely on costly and anti-environment fossil fuels.

Cabinet approves Strategic Trade Policy Framework

ISLAMABAD: To enhance the ability of Pakistani enterprises’ capacity to produce, distribute and sell products and services more efficiently than competitors, the Federal Cabinet on Tuesday approved the Strategic Trade Policy Framework (STPF) till 2025.
Priority sectors have been identified under the STPF after studying the international demand trends, on the one hand, and the capacity and capabilities of various traditional and developmental export sectors of Pakistan, on the other.
The former include textile and apparel, leather, surgical instruments, sports goods, carpets, rice, and cutlery. The developmental export sectors comprise engineering goods (including auto parts), pharmaceuticals, marble and minerals, processed food and beverages, footwear, gems and jewelry, meat and poultry, and chemicals.
The main focus of STPF will be on geographical and product diversification, manufacturing cost reduction through tariff rationalization, the pursuit of regional connectivity, including Look Africa and Silk Route reconnect policies, and enhancement of market access through the free trade agreements and preferential trade agreements.
It also includes the facilitation of logistics and tracking under the International Road Transports (TIR) Convention and enhancement of regional connectivity for access to the Central Asian Republics, Turkey and Iran, through to Europe and Russia.
The STPF is dynamic in nature and will be subject to course correction based on constant monitoring and evaluation. There would be an institutionalized mechanism for robust monitoring and implementation of the STPF to minimize the policy implementation gaps, which have traditionally remained a weak link due to multi-organizational roles in the export ecosystem.
To oversee the implementation, a cross-functional National Export Development Board (NEDB) has already been constituted under the chairmanship of the prime minister, comprising senior public sector officials of relevant organizations and the private sector representatives.
Regular meetings of the NEDB are being held to ensure the implementation of various policy measures.

NASA confirms December 24 telescope launch

PARIS, Dec 18, 2021 (AFP) – The much-delayed launch of the James Webb space telescope will go ahead on December 24, NASA and the company overseeing the launch confirmed on Saturday.
The project, begun in 1989, was originally expected to deploy the instrument — which will be the largest and most powerful telescope ever to be launched into space — in the early 2000s.
But multiple problems forced delays and a tripling of the telescope’s original budget with a final price tag of nearly $10 billion (8.8 billion euros).
The Webb telescope was built in the US and transported to its launch site in Kourou in French Guyana this year with a planned date of departure of December 18.
However, new problems have forced two delays.
“The James Webb Space Telescope is confirmed for the target launch date of December 24,” tweeted launch company Arianespace, adding that it would go ahead at 12:20 GMT on that day.
Confirming the launch date, NASA tweeted that the telescope was “encapsulated inside its @Ariane5 rocket fairing”.
It follows in the footsteps of the legendary Hubble telescope but will be located much further from the sun. It is hoped it will reveal what the Universe looked like even closer to its birth nearly 14 billion years ago.
The new telescope is named after the late James E. Webb, who ran the fledgling NASA space agency for much of the 1960s.
